Dr. Rudolph Moise Unveils Medicare at 55 Plan to Lower Healthcare Costs for Working Families and Small Businesses

MIAMI, FL (June 29, 2026) —  Dr. Rudolph “Rudy” Moise, Democratic candidate for Florida’s 24th Congressional District, today announced a bold healthcare proposal to lower the Medicare eligibility age from 65 to 55, giving millions of Americans a more affordable and reliable path to coverage.

The Medicare at 55 plan would allow Americans ages 55 to 64 to opt into Medicare while keeping the option to remain on employer-sponsored or marketplace coverage. The proposal is designed to help working families, reduce healthcare costs for small businesses, and strengthen long-term access to care for older Americans before they reach traditional retirement age.

“As a physician, I have seen too many patients delay care, skip medications, or stay in jobs they no longer want simply because they cannot afford to lose their health insurance,” said Dr. Moise. “Medicare at 55 is about dignity, security, and giving hardworking Americans peace of mind when they need it most.”

For many Americans between the ages of 55 and 64, healthcare costs are among the greatest financial burdens they face. They are often too young for Medicare, yet more likely to face higher premiums, chronic health conditions, and out-of-pocket expenses that can threaten their financial stability.

Dr. Moise’s proposal would create a guaranteed, portable coverage option for this age group, helping people access preventive care earlier, manage chronic conditions more effectively, and avoid costly emergency care caused by delayed treatment.

The plan would also provide meaningful relief for small and mid-size businesses, which often face higher insurance costs for older workers. By allowing eligible employees to transition into Medicare, businesses could lower healthcare overhead, retain experienced workers, and reinvest savings into wages, hiring, and growth.
